Royal Caribbean International continues to bring the cruise line’s most innovative features and popular venues first introduced on Oasis-class ships to its fleet with the revitalisation of Grandeur of the Seas this month. With a host of new dining venues, a new baby and toddler nursery plus a giant outdoor cinema screen are just a few of the stunning new features awaiting guests on Grandeur of the Seas when it emerges from dry dock as part of the cruise line’s extensive revitalisation programme.
Following a five-week long, $48 million refurbishment at the Navantia ship yard in Cadiz, Spain, the 2,446-guest Grandeur of the Seas will sail an 11-night Mediterranean itinerary roundtrip from Barcelona, Spain. From there she will spend the summer offering a variety of Mediterranean itineraries from Venice, Italy and Provence, France. In winter 2012/13 Grandeur of the Seas will offer Southern Caribbean cruises from Colon in Panama and Cartagena, Colombia.
Returning to service on 31 May with new entertainment options, restaurants, children’s programmes, technology advancements and more luxurious accommodation options that were originally introduced to industry acclaim onboard Royal Caribbean International’s recently introduced Oasis-class ships, Grandeur of the Seas is set to wow guests with its fresh new look and cutting edge facilities.
The revitalisation also introduces:
· Wi-Fi availability throughout the ship
· Flat-panel interactive televisions in all staterooms
· A new Concierge Lounge for suite guests and top tier loyalty guests
· A Diamond Lounge for Crown & Anchor Society loyalty programme members
· Transforming the Viking Crown Lounge including new menu featuring bite size delectables
· Digital, interactive way-finding system
The Centrum – a five story atrium in the centre of the ship has also been transformed into a major entertainment area featuring a range of daytime activities, nightly shows and aerial performers. The Centrum’s Champagne Bar has also been reinvented as the R Bar, a retro bar that will feature signature cocktails and trained mixologists.
Dining options onboard Grandeur of the Seas have nearly doubled with the addition of five highly acclaimed restaurants including:
· Giovanni’s Table: An Italian trattoria featuring classic dishes served family style (open for lunch, $15 per guest, and dinner, $20 per guest)
· Izumi Asian Cuisine: Featuring mouthwatering flavours with hand rolled sushi, as well as hot-rock cooking, the pan-Asian cuisine restaurant is an authentic dining experience (open for lunch, $3.00 per guest, and dinner, $5.00 per guest plus a la carte menu pricing)
· Park Café: An outdoor gourmet market featuring customised salads, sandwiches, soups and pastries (open for breakfast, lunch and dinner, complimentary)
· Chops Grille: Royal Caribbean’s signature steakhouse, offering premium cuts and quality meats (open for dinner, $30 per guest)
· Chef’s Table: An exclusive and intimate event co-hosted by the Executive Chef and Sommelier for a five-course, wine-pairing fine dining experience (open for dinner, $95 per guest).
While the speciality restaurants onboard are a small additional cost, guests have the option of choosing from several different dining packages which range from $50 to $120 per guest, and save at least 25 per cent compared to the sum of the individual restaurants’ cover charges. All main and buffet restaurants are included within the price of the cruise.

The International Council of Tourism Partners (ICTP) announced that Maharashtra Tourism Development Corporation has joined as its first member from India.
Maharashtra is a land that is untouched, unsullied, and unlimited. The sheer size and diversity of this land will amaze travelers, from the mountains that reach out into the mist as far as the eye can see, to the miles of silver white beaches stretched along the coast, to the forts and temples sculpted right into the basalt rock.
Chairman of ICTP, Juergen T. Steinmetz, said: “Maharashtra takes a lead in sustainable tourism in India, recognizing how important green growth is, not only to this state, but to this large country as well. In addition to a tourism policy, Maharashtra has introduced an eco-tourism policy.”
Geoffrey Lipman, President of ICTP, said: “With the Rio+20 Earth Summit on the horizon, ICTP is delighted to add its first Indian member - this country is destined to become one of the most important travel destinations in the world, simply because of its fantastic traditions, culture, and history, as well as its huge resource of skilled and smart people. It will be one of the key nodes in the ICTP global network.”

The management team at Four Seasons Resort Vail announces the addition of four new key positions in the Sales & Marketing Division.
Jolinda Cohavi, Director of Marketing - Jolinda Cohavi joins Four Seasons Resort Vail from Four Seasons Resort and Club Dallas at Las Colinas, where she served five years as Director of Marketing. Previously, she served as Director of Marketing for Four Seasons Hotel Atlanta. Outside of Dallas and Atlanta, the majority of Cohavi’s career in hospitality was in Miami, with more than a decade in the rooms and sales divisions of Hyatt Hotels and Resorts and Omni Hotels.
Jim Guttau, Director of Public Relations - Jim Guttau joins Four Seasons Resort Vail as Director of Public Relations after serving seven years as an independent public relations contractor, owning and operating Guttau PR, a boutique firm focused on clients in the hospitality, nonprofit, and lifestyle sector. Named “A New Face of Philanthropy” by The Denver Post, Guttau has received several awards, including the Mission Champion Award from the National Kidney Foundation and awards of Excellence in Marketing from the National School Public Relations Association. Guttau is a visible community activist, serving as chair of the board of directors for Denver Art Museum’s CultureHaus, ASCENT (A Socially Conscious Entity) Foundation’s public relations chair, and a volunteer for several other charitable organizations. Guttau replaces Dana Berry, who will now exclusively handle public relations for Four Seasons Hotel Denver.

Dear Sirs,
I have completed my review of the need for election reform within the Town of Huntsville and enclose for your consideration my report.
After all the discussion, both pro and con on this issue, the decision for most taxpayers will boil down to ‘What will my ballot look like and what will I be voting for?’
Attached please find two sample ballots, clearly outlining my proposal and modelled on the 2010 election results. One ballot covers the historical wards of Huntsville, Brunel & Chaffey and the second ballot covers the historic wards of Stisted, Stephenson, Port Sydney. This reduces the number of ballots from four to two.
Please also find attached a table designed to indicate voter representation by the various categories of councillors proposed. The proposed range of 4,200 to 6,800 voters per category of councillor compares very favourably to the 2,200 to 7,000 voters per councillor that currently exists.
The treatment of the Stisted, Stephenson, Port Sydney wards should act as a model for future expansion of the municipality should future opportunities arise.

Election 2014 S,S,PS residents to speak up

Continuing with our series on friendly advice for our existing town councillors as they ponder the 2014 elections we come to Det Schumacher. While we’re at it we might as well include Chris Zanetti in the discussion. My election reform proposal calls for two positions to still be elected from the Stisted, Stephenson and Port Sydney areas with one having to declare for District Council.
I’ve taken some heat from TROH (the rest of Huntsville) for granting them distinct society status. I lived down there for a few years and can assure you that they are truly a distinct society. I understand that they will be bringing a delegation of residents up to the public meeting scheduled for October 15 to present their case for dedicated representation.
We’ll see whether anyone takes this opportunity to indicate their desire to replace either of the sitting councillors at the next election.
Over the years I have always found Det to be both fair and quite knowledgeable. At budget time you realize that he knows his stuff and has learned to keep his cards close to his vest.
Councillor Zanetti has upset many of the locals over the years and looked really bad in the handling of the Golf Course Road meeting. One councillor noted that he couldn’t get his hand off of his crackberry fast enough to even vote that day and was shocked that he was the only one left to swim against the tide.
Det has served at district before and would be a good rep there but I think he may be looking at taking retirement seriously before 2014. Now that Chris no longer has the store business in the Port, his profile may drop and his performance has not assured him another term.
It is time for some new blood from the Port. It would be nice to see a woman step up to the plate down there. I know at least a half a dozen qualified women who don’t have bobbleheaditis.

Det has served at district before and would be a good rep there but I think he may be looking at taking retirement seriously before 2014. Now that Chris no longer has the store business in the Port, his profile may drop and his performance has not assured him another term.
It is time for some new blood from the Port. It would be nice to see a woman step up to the plate down there. I know at least a half a dozen qualified women who don’t have bobbleheaditis.

The Corporate Services Committee will be meeting on Thursday morning while I hope to be having coffee with someone who has the ability to be a great councillor.
I took a look at the agenda and it is a yawner. However, this stuff gets my blood boiling and I like to refer to it as ‘Death By Policy’. Have you ever worked at a company where the number of policies are enough to choke you to death. No sooner than you think you have seen the end when the administrative wanks craft a policy about choking the policy wanks.
First up is bylaw 2010-108 that has to be amended to reflect new amounts to be charged for geomatics services. Folks, who writes this crap. Under financial implications it says this “2013 Budget - Revenue increases based on User fee amendments will be minimal for Corporate Information - Geomatics. Current map revenue is $1,527.00 with a 2% increase we be approximately $1557.54. Representing a $30.00 increase over the year.”
Our councillors are discussing a $30 item when we have a $7M unfunded amortization charge to somehow finance each year for the next 20 or so years! Gees!
The Clerks department has come up with a novel way to finance the shortfall. They are amending their fee schedule and you will now have to pay $10 for a burial permit. I’ll learn to keep $10 in my pocket just in case.
The balance of the meeting will review two critical policies; Cash Handling Policy and a Credit and Debit Card Policy. Funny how the Town has survived over 100 years without a cash handling policy. Did our Auditor say something in their Management Letter? I hope not because it was never made public whether such a letter was written. The last one that I remeber seeing was from the previous auditor who commented that the year end adjustments were so large that they doubted Council had any ‘good’ numbers during the year.
Did Municipal Affairs demand that a policy be put in place? Once again, I don’t think so.
The Credit and Debit Card Policy is another head scratcher. It is unclear as to whether I will be allowed to pay my equal billing installments with my card. I’d earn about $100 in Westjet $$$ and the cost to the Town might be around $200. No wonder they are silent on this plan.
So, what does this stuff tell me. Too many people have too much time on their hands and there is no vision. The KP’s of this world usually have a drawer full of policy assignments to dole out to keep people looking busy and usually away from contact with the public. We need jobs, not policies. The power flickered a couple of more times on Wednesday afternoon... we need to look for a replacement for KC that doesn’t require a reliable source of power.

Mayor Doughty interrupted the meeting just as we were going into closed session to announce there was an addition under New Business. Of course it was allowed by the Chair and Mr Pender then presented a power point outlining the FOI that had been requested and for which the applicant was told the cost would be $600.00...The applicant apparently had paid half that amount but the information was released to council and the reporter from the Forester before being given to the person who had paid for the information. Under objections from myself, Councillor Terziano and Councillor Davis, the power point went ahead..it was revealed that the 20 staff released during the last six years had cost the town just over one million dollars as of the September 15th pay period. This is not the full amount, of course, as there are several former staffers still being paid and the total amount won't be known until all the agreements have been fulfilled...that potential amount of expense won't be released until all agreements have been finished... We do know that just over $800,000 has been taken from reserves to pay for the 9 that were recently terminated or are about to leave by the end of the year. Councillor Terziano, Davis and myself asked that the $300.00 requested of the FOI applicant be returned as the information was now in the public domain and it would only be fair to return the down payment. The request was refused by recorded vote 6-3 with Davis, Terziano and myself voting in favour, but the rest of committee voting against. That in a nutshell was what went down today

We need some help getting the final $300 for the FOI request. The requester believes that the information in its raw form will help identify the steps taken to get from the raw data to the sanitized ‘death by PowerPoint’ presentation made by KP just prior to the closed session part of the meeting on Thursday.
This weekend, during that Saturday morning coffee break, or between the rain drops, or at half time in the football games stop by the blog and click on some ads. We’ll put that money into the FOI kitty. We are working on another strategy to raise the funds and maybe we can reach out to the Forester staff in India for some help. I’m not sure how our business community can continue to support them. I got raked over the coals for suggesting ‘temporary foreign workers’ for our local farmers, maple syrup producers and landscapers but no one is taking the Forester on for shipping the work to India. There is a good chance that our FOI council story will be edited in India as well!

During the annual INDABA tourism marketing event in Durban, the Johannesburg Tourism Company (JTC) will be unveiling its winter campaign.
The “A Hot Winter Forecast for Joburg!” campaign forms part of JTC’s marketing strategy to entrench Joburg as a global, year-round business and leisure destination, highlighting special events, attractions, tastes, sights, and sounds to encourage visitors to stay longer, spend more, and enjoy exploring further afield.
Joburg’s calendar of diverse signature events throughout the year provide an ideal platform for DMCs and incentive houses to package offerings. Joburg signature events throughout the year range from the Joburg Open Golf Tournament in January; the Joburg Fashion Week in March; the Africa Cup Polo in July; and Joy of Jazz in August; to Arts Alive, the Joburg Shopping Festival, and Taste of Joburg in October; to Africa Fashion Week and the Sansui Summer Cup in November - to mention but a few.
“While we work at entrenching Joburg’s position as Africa’s leading business tourism destination, the team at Joburg Tourism Company balances this with an ongoing focus on tourism product development, and the presentation and packaging of leisure offerings to the consumer market,” said Acting CEO Phelisa Mangcu.
“Although Joburg is such a youthful city, having celebrated its 125th anniversary last year, it is a treasure trove of economic, social, political, and anthropological history,” said Mangcu, “The city boasts layer upon layer of fascinating history, development and human interest stories – of course, not forgetting the leisure and lifestyle aspects of entertainment, sports, music, arts, and culture. Three recent additions to routes and itineraries promoted by JTC include Joburg’s Nature Route (taking in sites of natural beauty and anthropological relevance in the City), the Indian Route (comprising a history of the Indian community in Joburg, with a focus on Mahatma Ghandi, who lived in Joburg from 1903 to 1914), and the Adventure Route (including some of the high octane spills and thrills on offer in Jozi).
Urban tourism is coming into its own in Johannesburg, with the city seeing an increasing number of visitors keen to explore diverse aspects of the city – from all the exciting developments downtown to the heritage routes and sites in Alex and Soweto. This includes the rejuvenation of entire districts or precincts, along with the development of public street art, pedestrianized zones, heritage sites, and lifestyle activities like the Neighbourgoods Market in Braamfontein and the Sunday market at Arts on Main.

Intercontinental Hotels Group (IHG) has reported a 5.4 percent rise in first quarter profits which it attributes to increased revenue per room in China and the US.
The hotel group is benefiting from rising demand in emerging markets such as in Greater China, which accounts for approximately 13 percent of group revenue.
Global revenue per available room was up 7 percent in the quarter.
Richard Solomons, chief executive of IHG, said: “We have delivered strong performance in the quarter with global revenue per available room (RevPAR) up 7% and continued outperformance in the US and Greater China. The strength of our brands and systems, together with our scale and the close working relationships we have with our hotel owners, continue to underpin our success.
“In the quarter we launched EVEN Hotels in the US and HUALUXE Hotels and Resorts in Greater China, reflecting our ability to create distinctive and innovative new brands. These will further develop our already strong position in our two largest markets over the long term, and together with our ongoing work to strengthen our existing brands, will enable us to deliver market share gains into the future.
“The global economic backdrop, particularly in Europe, is still challenging, but the considerable strengths of our business including our resilient model and strong balance sheet give us confidence that we will continue to drive high quality growth.”

airberlin has expressed great disappointment at the announcement that the opening of the airport will be postponed. airberlin has planned all its infrastructural measures and flight schedules for 3rd June this year at the new airport Berlin Brandenburg.
Hartmut Mehdorn, CEO airberlin, said: “We have to work around the change of plan, which presents us with a huge challenge. It presents immense logistical problems for all involved and will also cause additional costs which have yet to be calculated.”
The new airberlin hub is conceived in such a way that airberlin aircraft fly to Berlin from different locations in a system of six traffic waves each day. airberlin passengers are thus able to change planes and continue their flights in a very short time. This system is exactly tailored to the conditions at BER and cannot simply be put into operation at Tegel Airport. Just last Friday, airberlin‘s Board of Management visited the new airport and all parties concerned were confident that BER would go into operation on the 3rd June as planned. It is also clear to airberlin that the safety of passengers must take utmost priority.

Etihad Airways will add the Ethiopian capital, Addis Ababa, to its rapidly growing network in November 2012.
The airline will also start flying to the Indian city of Ahmedabad in the same month. The two new cities will expand the airline’s reach to 86 passenger and cargo destinations around the world.
The new routes will each be served by an Airbus A320 aircraft and support Etihad Airways’ aims to connect key strategic cities with its home base of Abu Dhabi, enhancing commercial and leisure travel with the UAE’s capital city.
Flights between Abu Dhabi and Addis Ababa, its ninth destination in Africa, will initially operate five times a week, increasing to daily in 2013. Flights will operate daily between Abu Dhabi and Ahmedabad, the airline’s ninth destination in India.
James Hogan, Etihad Airways’ president and chief executive officer, said: “We continue to build strength and depth to our global network and the addition of Addis Ababa, a major East African hub, and Ahmedabad, the fifth largest city in India, will make significant contributions to traffic flows to Abu Dhabi and beyond.
“Addis Ababa and Ahmedabad are economic centres in their respective countries and daily flights to Abu Dhabi will build greater ties with the UAE’s capital as it continues to invest in world-class development projects and attract business and leisure travellers.”

There's really no other way to put it.
After listening to Tuesday's blockbuster testimony by Lino Zambito at the Charbonneau Commission looking into corruption in Quebec's construction industry, it is no overstatement to say that Montreal is a cesspool of corruption.
Although we all had no doubt that this was the case, hearing the scams laid out so neatly, plus the addition of the names of the people involved still comes as quite a shock and eye-opener.
You can read all the sordid details in the newspaper, but it all essentially boils down to a very simple, but nefarious swindle that implicates all the players in the game, including the taxpaying boobs like us, who underwrote everything with our outrageous municipal taxes.

City of Montreal construction contracts were divvied up among construction firms that rigged the bidding process under the auspices and protection of the Mafia, who took a commission of 2.5% of the total value for 'godfathering' (excuse the pun) the scam and keeping everyone in line.
The winning contractor (whose bid was inflated by up to 30%) paid a 3% commission to Montreal's ruling political party, Mayor Tremblay's Union Montreal.
A 1% commission was also paid to Gilles Surprenant, the Montreal bureaucrat who was responsible for the public-works projects for the city of Montreal, as well as creating and overseeing the budgets. Link
Mr Surprenant referred to himself as “Monsieur TPS,” ('Tax pour Surprenant') a play on the French term for the GST tax.

In addition to all this, city employees were also on the take, from the very top engineers responsible for the projects, to the overseers in the field who verified the work done by the contractors.
Mr Zambito described another scam between city engineers and the construction companies where the latter would authorize extra bogus payments for unforeseen contingencies, this on top of the tendered price. The proceeds of these phoney bills were split between the engineers who kept 25% and the contractor who kept 75%.

These frauds weren't limited to a few bad apples, but were widespread and an open secret among city employees and construction contractors.
The biggest names to be fingered so far by Zambito are Robert Abdallah and Frank Zampino.
Abdallah is a former director general of the city and top civil servant, who has denied the allegation that he pocketed $300,000 on a certain project. He is said to be huddling with lawyers preparing a counterattack. Link
Frank Zampino, was Mayor Tremblay's second in command, until he resigned abruptly, more than four years ago to go work for the infamous Tony Accurso, the top dog in the local construction industry who is currently under indictment after being arrested in April on charges of fraud, conspiracy, influence-peddling and breach of trust.
His companies have in the past pled guilty to income tax evasion and just recently he was arrested once again on charges of federal income-tax evasion. Link
Zambito claimed in his testimony that Zampino, while working for the city, steered a large contract to a company owned by the very same Tony Accurso for whom he later went to work for.
Mr. Zampino is currently under indictment in another case of influence peddling and fraud. Link
According to Zambito, city employees weren't even shy about talking graft openly and even went so far as to demand that Zambito take them on vacation. LINK
Mr. Zambito wasn't even a big player in the industry, yet he admitted paying one city employee over $200,000 in brides.
At any rate, you've got to admire the guts of Lino Zambito, naming names like that is usually a guarantee that an assassin's bullet is on its way and so his forthrightness can only mean that he's already signed his witness protection contract and that he'll be slinging pizzas in the likes of Wayburn, Saskatchewan, along with his family in no time.
The dead giveaway is that the police are already protecting his family with cruisers parked in front of his ex-wife's home, his father's house and the pizzeria that he owns. That's a lot of resources.

And you've got to hand it to the Mafia as well, they really seemed to have had things neatly arranged, controlling the construction companies, city of Montreal engineers and inspectors, the political party of mayor Gerald Tremblay and yes, even Canada Revenue Agency agents, who made sure those pesky audits went away.
Now this is just the beginning of the inquiry and since the whole thing is choreographed, I'm sure we'll be treated to more delightful stories of graft and greed that pretty much reaches everywhere public money is spent.
Next on Mr. Zambito's hit list are the politicians that run certain small towns, who act in place of the absent Mafia in the above-mentioned scams.

This morning I heard a so-called expert on TV say that just about all of Quebec' engineering firms are crooked to some extent and that payoffs for contracts at home and abroad is standard-operating-procedure.
Yesterday a La Presse story alleges, in a roundabout fashion, that Arthur Porter, the disgraced ex-head of Montreal's new super hospital, may have been the beneficiary of a $22 million payment made overseas, allegedly made by SNC Lavelin in relation to winning the contract to build the hospital. That's what the big raid by anti-corruption police at the hospital's head office, a couple of weeks ago, was all about. Link

This whole scandal is also about to blow up.
Considering the scope of this alleged fraud, another investigation involving another MUHC employee who is accused of embezzling $1.6 million seems to be chump change. Link
So let's not make this into a French/English thing and come to think of it the Mafia is Italian, but more aligned to the English than the French.
And of course, in all this, our idiot Mayor Tremblay stands firmly on his position that he knew nothing at all, which is hard to believe considering that last year he admitted in public that he feared for his life.
But you know, bad as it seems, this whole mess is really not that hard to clean up, mark my words.
The corruption at Montreal City Hall will end, because it isn't that hard to control once you set your mind to it.
Already the inflated portions of the bids are reported to be down by half and will soon disappear.
All that is required is the political will to do so, and whether politicians like it or not, the public will no longer stand for these shenanigans.
The same goes for corruption in the Ministry of Transport and cities and towns across Quebec.
The Charbonneau Commission is a creation of public demand and what we have learned so far is that corruption is everywhere and predates Mr. Charest and the Liberals who were made the fall guys by the voters.
And so, demands for Mayor Tremblays resignation are becoming louder and louder.
Perhaps he can finish his term which ends next year, but if he tries to run again, we will repeat the provincial election fiasco that saw Charest dumped by an unforgiving public. If Tremblay runs we will be faced with the choice a unilingual separatist, Louise Harel, whose party has already been fined for illegal campaign financing, or Projet Montreal, a granola party that has truther Richard Bergeron as it head.
Some choice that is, so perhaps we should just stick with the Mafia;

- The Mafia doesn't care what school you go to.
- Unlike the police, when the Mafia offers protection, you get it.
